Series: Her Majesty's Royal Coven by Juno Dawson
Age: Mentally in her 20s, physically in her 30s because she's technically in the stolen body of her twin sister and she spent 11 years in a vegetative state. EITHER WAY old enough.
From When?: The moment during her Manchester rampage where she is shot by a crossbow bolt in the chest. Given she's a high level healer, it's Very Unlikely but shit happens. We could also maybe say that she got hit in the eye and she never got a chance to get better cause she was dead. Whatever works.
Inmate Justification: Ciara has always prioritized herself and her pleasures over everyone else. She'll also do whatever she has to to get what she wants, up to and including murdering her own sister, an oracle who was onto her scam, the head priestess of HMRC, etc. She literally started a war due to her anger and grudges that tore her community apart, killed a lot of people, and mentally scarred more, not to mention the effect it had on the politics of her community's situation re: mundane people. The worst part is that she's impetuous: a lot of these things she does because of an emotional reaction and then she feels like shit about it but she doesn't try to correct it. She is a witch supremacist, both when it comes to hating mundane people and hating men and she can absolutely be the most petty bitch you've ever seen. She falls into the most unhealthy habits: drugs, drink, demonic possession for convenience and to avoid feeling things and she can be absolutely vile to people who are kind to her because their kindness always hits her the wrong way. That said, so much of her problems stem from a prophecy around her birth that named her as the 'evil' one and her sister as the good one that self-fulfilled itself when their mother and grandmother and eventually most people around her held her up to the standard of her sister's behavior while also missing all the mistakes and meanness that her sister could manage. She wants to be good, but doesn't believe it's possible for her, or that there's any way back from the darkness she's debased herself to.
Arrival: 110% against her will. She's going to have a bit of a shit fit about it. The weirdness of the barge will mostly throw her off for how it doesn't match the weirdness of her own world but she's never been particularly close minded so she'll also be kinda fascinated. When she realizes the opportunities available to her, she won't be into it at FIRST because she'll resent the hell out of it but eventually she'll be lonely and want friends and companions and allies. She's not actually a solitary creature even if she likes to pretend she is.
Abilities/Powers: Ciara is a witch, specifically a Lv 5 Adept with the ability to use two major powers instead of just the one. There's also evidence that she's of a higher level than that due to the fact that she 1. had a bias against her 2. her sister was able to do things that should be of a higher level than that 3. she's lazy and kinda cheats with demons a lot of the time instead of trying herself and 4. she was able to trick a lv 6. Specifically her two major powers are Healing and Sentience: moving around life energy/transformation abilities AND mental powers including mind reading, brain washing, cloaking her presence, controlling people's bodies, etc. She can also do any of the 'basic' abilities of a witch, which utilize different herbs, stones, etc. and the manipulation of elements to a certain degree (though not to the level of an Elementalist). Most witches have an element that they associate with and her twin sister's was water; it's hard to say what Ciara's is given she's currently in Niamh's body and she hasn't canonically stated, so I'm going to say it's water as well.
For arrival, she will not be able to affect or read anyone with her sentience at all, but she will be aware of them as such (she can feel the mind there, but not do anything to it). Her telekinesis is severely nerfed down to Mage Hand-level ability (5 lbs or less). No flying. But her self-healing is normal, but affecting anyone else has to be with consent and are limited to harmless/helpful magic. No elemental abilities whatsoever and crystals and herbs and such don't work magically either.
Inmate Information: Ciara is angry at the world and that anger tinges everything she sees and hears. It makes her paranoid, makes her disbelieve the kindness of others, it makes her literally delusional with how much she feels like everyone is against her. This is worst when it comes to men but 'proper' women and women in power 100% set it off as well, so she's going to be difficult to warden and not be painted by her as either condescending or secretly giving up on her and sometimes both at the same time. Anyone without powers is going to be disregarded and dismissed immediately and keeping her powers from her are 100% valid but she's going to rail against it as she considers it a part of her and her birthright. Your biggest challenge is going to be getting past her cynicism and self-hatred that she redirects outward but she does want to have people on her side, she does love fiercely and intensely, and she does have a sense of justice even if it's severely SEVERELY fucked.
Path to Redemption: Ciara needs to learn to love herself, to believe that she has value and that she can be a good person, someone worthy of love. She's spent her whole life believing that it doesn't matter what she does; she'll be seen as evil so what's the point even? She has so much rage and bitterness and pain buried deep inside her and it comes out in cruelty, just like her frustration and inability to change this perception of herself comes out in laziness: why try when the world is just going to shit on you anyway? She needs someone to stick by her, to choose her, to not abandon her or push her away and to believe that she can be a good person, that she has value and not just because of her power or what she can do for someone; both her relationships with Dabney Hale and with various demons have made her understanding of her own value extremely transactional. She also needs someone who can convince her that there's a way out of the 'hole' she's dug for herself because she can't even see a way out so she doesn't believe it's there. She also needs to come to see all life as having value, no longer seeing 'power' as the main reason someone deserves respect and decency, and that her anger is no reason to abuse other people.

Before their birth, her mother was told by an oracle witch that she would bear powerful witches and that one child would be good and the other would be 'evil'. Their roles were assigned quickly enough, and her mother believed it enough that she took Ciara to someone to be exorcised (terrifyingly) at the age of eight. For a time after that trip, Ciara was given the proper love and affection that a child deserves and she blossomed, but soon enough her mother started playing favorites again.
Then her parents died in a car accident and they were sent to live with their grandmother, who had definite ideas about which twin was good or bad and cracked down on Ciara again. Growing up, Niamh definitely didn't realize the difference in treatment between the two, though she loved her sister dearly. Ciara grew to resent how Niamh's faults were blamed on her and her talents were ignored in favor of Niamh and this simmering frustration contributed to her choice to hex a boy who groped her friend while they were all out on the town together. Ciara was put before a tribunal with the option of severing her from her magic put on the table and that option was dismissed in favor of her losing her opportunity to go to the dance school she had worked towards most of her life and she got sent to an abusive academy where she was taught with a heavy disciplinary hand. This made her resentful of the rules of witch society as well as got her involved with a group of upper class magic elitists (supremacists, honestly) as well as a boy named Jude who she fell madly in love with.
...she didn't know this at the time, but Jude was an illusion, a form taken by Lucifer himself to break her. So he romanced her, made her fall in love with him, and then when she was ready to have a life with him, he disappeared. Broken and lost, she fell in with Dabney Hale, started dating him and covorting with demons to help with the pain, got radicalized to his magical supremacy ideology (very Magneto has a point!, why should we hide and serve mundanes??), and helped him start a war in the witching community with the eventual goal of taking over the world for witch/warlock-kind to put them in charge.
This included killing tons of innocent people (part of the plan was setting up natural disasters for witches to 'save' people from and be seen as saviors), and brainwiping her sister's mundane fiance and leaving him in the middle of fucking nowhere so she'd think he was dead. She planned to tell Niamh about it, but then Niamh was grieving and angry and basically blew her mind apart when they came to capture her and the remaining rebel forces.
She then spent 11 years in a comatose state until one of her old friends decided to summon Belial and Belial used some of his time with her to give her a vector stone which allows people to switch bodies. When Niamh came to visit her after all the events of the first book, Ciara, finally awake enough to barely function, used the vector stone then, once in a strong body again, killed 'Ciara' and took Niamh's identity.
...this was Complicated by the fact that Niamh was about to become the head priestess of Her Majesty's Royal Coven, had adopted a young girl just a few weeks before, and had started a relationship with a guy. Cue all manner of shenanigans, some murders to cover it up, some very unpleasant politics, and Dabney coming for her believing he was in love with her so he and she could rule the apocalypse together... and she kinda lost her shit. She stole the Seal of Solomon from him, and decided to end the world alone and she was int he midst of it when crossbow bolt. In canon, this does jack and shit and she gets talked down but suffice to say, she still has some way to go even then.
